DIY, Mac! We used to "modify" all of our tee-vee sets back in my art-skool '80's college days by making stencil cutouts and backing them with coloured gels-- similar effect with the colors and flashing lights but less opaque-- you could see parts of the actual tee-vee imagery coming through.
