Sorry for this belated comment... but I use a Mac and it took me some time to find a Windows system to give a try to Cloud. I found it quite easy to navigate with a wheel mouse. It's slow-paced and really cute! And the game's model of cloud dynamics remind me much of 'cloudbusting,' the applied ecology branch of Wilhelm Reich's orgonomy. :-)
