It's a piece from "The Animation Show," a collection of shorts produced by Mike Judge. The animator is Don Hertzfeldt, and I notice that half of the effect is the sound. It's anomalies research by cartoons! I want my 4-D glasses!
I ordered a copy of the Bitter Films DVD, which has this one on it, as well as a totally amazing short called "The Meaning of Life."
Fantastic! Greg's right - the music makes all the difference. Favourite bit? - "It feels like I can touch you." I needed a laugh.
I like the mumbo-jumbo explanation of what the third dimension is.
