Cuban Truck-Raft
The home-made vehicle appears to be a truck-powered raft. The barrels provide floatation and the engine drives the propeller. Cool hack if it works.

Haven't Cubans, um, heard of BOATS?...
You know, that question didn't even occur to me. I guess I assumed there was some special reason to have a "truck-boat." And I suppose there is -- if you don't have a real boat!
Evidently. But you'd think it would be easier to beg, borrow, or steal a boat than make one from scratch!
Also, the message I get is: "Look to what lengths people will go to escape from Cuba!" Which makes the image into, basically, a piece of anti-Castro propoganda....
