Of course, one can't take this at face value but still....
He's obviously technically competent. Maybe his account of ET tech is actually more plausible than most despite the ever-present will to believe.
BTW, Ken MacLeod has a wonderful take on hacking alien technology in his novel "Cosmonaut Keep."
