Maybe they can point it where the sun don't shine....
I read the "rules." It's a contest of sorts (sounds like) and the winner with the best suggestion, well, wins. I absolutely guarantee that anyone suggesting the area of the "City" or the Face (or any other potentially artificial region) WON'T win. I will bet you a sizable chunk of change....
